The beast like a leopard meets the seven-headed red dragon who had appeared earlier in Saint John's vision. According to the text, the dragon "gave power to the beast" and together they received the adoration of all the earth. The illuminator depicted the scene literally, with the dragon handing the beast a scepter, a symbol of authority. The people of the earth pay homage to them from either side.
