From the Rijksmuseum record

It is an ancient tradition to show reverence by writing Buddhist texts in gold on indigo blue paper. The inscription at the top here is a sutra (a Buddhist scripture) about Guanyin, the god of mercy. This popular deity offers enlightenment to everyone who suffers, and relieves their burdens. Here, too, Guanyin seems to approach us with sympathy.
